I'm rooting for you, but around where I live it would probably be a losing battle. When we built our house 33 years ago, we abutted an 80 acre field. It was glorious, until the largest developer in the state decided to put up 16 factories and make the road the "main road" through town. Our neighborhood fought like hell, but money talks. We have the ugliest noisiest factory in my backyard.
When this factory became noisier and noisier over time, we contacted the selectmen who voted this crap in and promised us that the noise would be held to a minimum. We had absolutely no luck at all with anyone in authority.
One day I had had enough, this factory was open 24/7 364 days a year, they close for Christmas. Eighteen wheelers roll in and out of their loading docks round the clock, with air horns blasting and fork lifts beeping all night long. (I'll trade you my factory for your poll ) I decided to call the town's Building Inspector to see if he could do anything.
He jumped at the chance to check out the interior of the factory. He had not been allowed to enter the "secret" room of their building (they make plastic bottles). Now, armed with my noise complaint, he could check out the entire building. He found many things which were illegally causing the excessive noise, machines without proper venting, faulty exhausts on the roof, improperly installed noise reduction filters, etc. The amount of noise dropped a lot when he was done.
Do you have building inspectors in your town? It's their job to inspect everything built in your town to make sure they are up to specifications and legal. It would be his/her job to make each agency live up to the codes of your town.
After 30 years that particular factory went belly-up, but has been replaced by a just as noisy shop, however, they aren't open nights. Now my biggest town annoyance is the town approving a new Outlet Mall less than 1/4 away from me. Yikes, imagine the noise and traffic from that!!
My little three acres is a registered wildlife habitat, but civilization is quickly encroaching on paradise.
Call your building inspector or equivalent. Someone is responsible for enforcing codes in your town.
