Well, I've researched it, and it's all very strange. The post office says it's illegal to mail tickets if they indicate three elements: prize, consideration, and chance. If any of those elements is missing, it's okay. In addition, they say that even though it's illegal, they won't indulge in criminal prosecution. I couldn't find anything against online advertising, though.

The real hooker comes with not allowing payment to be sent through the mail--though how they would know is beyond me. I suppose one could get around it by sending the money as a "donation" to the Guild with a side reference to the prize involved, and expectation of an e-mail response. A scanned ticket(s) would then be e-mailed. If a group was really serious, they could set up a PayPal account and do it with credit cards. Yeah, right.

I think I'll just keep on waving the tickets in front of everyone I meet. ( Or fill out a ticket for anyone who "happens" to pop a dollar in the mail. :) )
