Here are the timing rules as indicated on the website: All layouts must be in my hands by 8:PM Eastern on February 28th, NO exceptions. So please don't wait till the last minute, especially if you are snail mailing. If I don't have it by the deadline, I will feel sorry for you, but it will NOT be judged!
