i am not looking for the overly complicated bustles rather themore simplified ones, using the fabric rather than boning for the extra bulk.

Framed bussles are lighter!
Try some of the historic costume pattern sellers -- there are a couple on my Fabric list (hit the URL below and look in Kate's Sewing Room for the Fabric List), and Simplicity does a nice Victorian underpinnings pattern, but I can't remember everything that is in it.
