are there any newsgroups or online resources for help on learning to hand grade patterns?

Not that I know of, but Barbara Deckert's Sewing for Plus Sizes has the rudiments of grading in it, and it's pretty common library fodder. For a more thorough discussion, do a quick search over at amazon.com for "pattern grading" in books... quite a few titles are available.
Any good pattern drafting book will show you how to grade.
