Can anyone tell me how to get the swinging whimsicle look when using a rolled hem on a serger. Or just how to get that look in general?

By "swinging whimsical" do you may mean a ruffled edge AKA a "lettuce" edge? Does your serger have a differential feed? The look is usually created using stretchy fabric and dialing the differential to s-t-r-e-t-c-h the fabric as it rolls the hem. You might find a serger how-to book useful, if your manual does not provide adequate instructions:
