Unless the stripes are very thin indeed, fair isle would have really wide areas for the yarn to be carried across. Intarsia could be done, but it would be a lot easier to do a provisional cast-on and knit short-rows to make the two colors of segments, and graft the end to the beginning to complete the circle.
The simplest way to do the shaping is to knit the top flat that way, and then pick up from the edge and knit the tube part downward. It would be possible but trickier to do short rows in both directions from the stitch that will be the edge of the tam, so that the stripes continue and you make the underside of the tam at the same time as you knit the top.
