My favorite fabric store is eQuilter.com; they carry a large variety of cotton goods and some blends, I think. I've always had the best service, generous cuts and reasonable prices from them. They are in Boulder, CO and one day, I hope to visit their store in person.

Much depends on what sort of sewing you are planning. You can always use JoAnn's online for cheap-and-cheerful:

Denver Fabrics has some really nice wool fabric and the price doesn't seem to bad either. Hopefully they can send swatches before a purchase.
I have been an online customer of Fabric Depot and they have great customer service. They also carry some things that are really difficult to find locally (diaper making fabrics especially) and they have very good prices on what I've purchased.

Denverfabrics.com does offer swatches on some fabrics:
On fabrics without the "order the swatch" icon, you may order as little as the fabrics minimum quantity (in most cases 1/8 yard, others 1 yard) for samples.
We cannot send more than 5 samples per order. We do not offer any other kind of sampling. "
My recollection is that they offered to credit the cost of a swatch ($1.50) against the total cost of a later order, but I do not see that offer on the site anymore. I had ordered swatches of three different "purple" satins, and they credited the swatch fee against the subsequent order of 30 yards. They changed hands a couple of years ago, so you should ask.
