Yup. I'd make it out of Right Angle Weave in 11/0 seed beads or 3mm round "Austrian Crystals." Four rows of RAW makes a wonderful rectangular tube that can hold a tiny momento (maybe a tiny bit of "home soil," or a drop or two of holy water) An automotive tube fuse makes a terrific tiny bottle. Take off the top metal piece, remove the metal strand, fill it with what you want, then glue the top back on.

I'd use a sterling silver jump ring to attach it to the dog tags, maybe two, for extra strength.

for the kind of wear/stress it may get, i'd probably beadweave it instead, with Fireline. it will be MUCH sturdier that way.

and i THINK WAJ has some made of silver wire.
