If you haven't already done so, try asking over at rec.crafts.beads. They are mostly lampworkers, but some of them use seed beads and they have a disturbing number of sources.

Charlottes are available from most companies which carry seed beads. The 16/0s (many places call then 15/0s) are harder to find than the larger charlottes.

I may go into more detail than you want... Charlottes are by definition size 13 Czech beads with one facet ground into the bead and are sold on hanks. The same kind of beads in other sizes are sometimes called (as you mentioned) true-cut or sometimes one-cut. Size 16 would be three increments smaller than actual charlottes; do you really want something that small? The holes in the Czech beads tend to be relatively small and the size 13/0 charlottes are close in size to a Japanese size 15 seed bead which are not faceted but have relatively large holes for their size. If you really want to get into the teeny, weeny, go blind trying to thread & stitch beads, check out Beadcats aka Universal Synagetics. They have a lot of vintage beads in sizes up to 20/0 (or down to, as the case may be). Another source might be Empyrean Beads, but Beadcats is more constant as to their supply. A bead that small will probably only be available as a vintage bead, but there are several sources of 13/0 charlottes and as mentioned in another e-mail, Shipwreck beads is a good source (as would be Beadcats).
