Cheryl, I have seen a product called liquid beads at Michael's. It's not in the beading section, though: I think I saw it near the candle aisle. It seems to be those tiny beads already in some kind of sticky matrix. All you'd have to do is spread it on with a popsicle stick and let it dry. It comes in little pots. I've never used it, so I have no direct experience.

I have some! I'm less than impressed; it can be difficult to work as it is almost too stiff. BUT, it does look good.

I was thinking of rolling the grouted container in the beads while lightly pressing for some of the beads to imbed in it. Shouldn't be too hard on little fingers. I can see how my above description would lead you to that thought though.

Little fingers should fit INSIDE the film canister to make sure that the beads are well-pressed-in while the little fingers remain (mostly) clean.
