Costume making question

Does anybody know whether spray paint will cover a piece of cushion foam or whether it would need a sealer first? I know, weird question. But I'm making my son's costume for SakuraCon and it has a black bolt of lightening coming out of the top of the hat and I finally hit upon a piece I had left over after making a cushion for a bench. Green, square edged foam, now cut into the shape of a lightening bolt. LOL -- yes, there will be photos when this is done. Many, many photos. But first I have to make the lightening bolt black and then stick it to the hat (Velcro, thank goodness for Velcro). So back to the paint question ..... what would be the best way? Anybody?

No suggestions about the costume, but Sakura-Con appears to be an anime/ cosplay convention, and I was wondering what specific character he was going as.

Brian, he's going as Shinigami-sama from "Soul Eater".
