sleeve on big quilt

If rules say "Any quilt measuring longer than 86" must have the sleeve sewn to the full width of the quilt 82 to 86" from the bottom of the quilt."



Would that be the top of the sleeve or the bottom of it?



Or is the top of a 4" sleeve at 86" and the bottom at 82"?

The final part. Top of the sleeve at 86" and bottom at 82". I notice that this is being done at a lot of shows. There is a good reason for it, because most of the commercial pipe and drape set ups are only 86" high. If the sleeve is above that then part of the quilt ends up being on the floor where it is liable to be stepped on, or get dirty.
