Making Rub-ons

Can someone help me with making rub-ons? I have seen it posted before that you are able to print on transparencies with an ink jet printer and rub them off. Well, all worked fine until I went to rub them off and they don't come off. Anyone have any suggestions?

I'm sorry, I don't know what letraset is. Is it a film to create rub-on with?
