need help with baby bootie pattern

Hi I am new here, but not new to knitting, is there anyone that can help me figure out what to do next with this pattern.

Okay so I am making the left bootie and need help with how to do this next step:

Strap Loop: Row 1: K3, turn. Rep row 1 until strap measures approx 2 inches. (I did this) Bind off.

Join yarn to sts on side of bootie.

Bind off.

Rep on other side of bootie.

I just dont know what they want me to bind off, and if I am binding off just strap, how do I join my yarn with other stitches. Please help.....
