Problems knitting a bootie heel

So I've gotten to the heel and the instructions read:

Round 1 (Eyelet round): (k2tog, yo) 7 times, sk2p, yo, *k2tog, yo*

Heres my problem: repeat to last st, slip st knitwise, slip 1 st st from next needle, pass first slip st over last st and replace st on next needle. (28 sts)

I just dont have any idea how to do this. Please help.

I could be wrong but here's my best guess.

It sounds as though you are knitting in the round.

You slip the last stitch on the needle you are finishing. Then you slip the first stitch from the next needle-full, and pass the stitch that was at the end of the old needle over the one taken from the new needle. Then you put that remaining stitch back on the new needle before beginning the next round. This creates a left-leaning decrease, which leans in the opposite direction from the k2tog kind of decrease.

I don't understand how that is supposed to make a heel turn, unless you are supposed to turn the work at that point and knit back across, so that you are attaching each row end with decreases.
