Lidl in the UK currently has a kind of ruler designed for hanging pictures. It has two scales, one normal and the other measuring each way from the centre, two slidy marker things, an assortment of holes for poking pencils or bradawls through to mark walls, and two spirit levels. I doubt the spirit levels could be much use for quilting, but the rest of it looks like it's going to be just the business for some quilting task, someday, and it only costs two pounds.
