LOL - well it's all a bit weird. I had the background pre-quilted. The striped fabric is appliqued on. The cats are assembled complete before being sewn onto the pre-quilted background. This means the finished piece is perfectly flat and the back can be appliqued with a totally different design because the quilting is not done around any of the applique on the front.
I use iron-on interfacing (very light weight) to trace my picture, cut it apart like a jigsaw puzzle, iron it onto fabrics, turn under the edges that overlap and sew the pieces together.
Because I cannot quilt myself anymore, to make a large quilt I send ten metres of background off to be quilted (usually just stipple quilting) and then just cut my blocks/borders, do the applique on each piece, and then sew them together (covering the joins with sashing as necessary). This little wall hanging was made in one piece.
Not exactly traditional - but a method I have just sort of evolved into because it is manageable for me. Those I have taught this to all seem to find it easy and quick. One woman here has just made a 60" X 60" pieced quilt, had it quilted, and then appliqued a magnificent elephant head over the top. This is her second attempt at applique; the first was buttonhole stitched cows, also lovely. But the elephant is just gorgeous - 23 different grey fabrics on a background of 20 red fabrics. I will try to get a photo.
Poddy would prefer a description of "beautiful" or "amazing" or "gorgeous" but she will settle for "unbelievable" LOL. She is quite a character. So are Boofhead and Donut for that matter.
