Burning question - what is this thing?

Someone wrote to me through my sewing dictionary site and asked me what an item was. I'll describe it as best I can, but I sure can't find out what it's called.

It's like a nonfunctional part of belt that is decorative and on the back of coats. I saw one on the back of a jacket tonight and it had buttons on either end and a pleat below it, but it seemed to not serve a function as far as the pleat was concerned. This item doesn't cinch fabric to a center; it's just kind of there. Like I said, I think it's decorative. But what the heck is it called?

It's not an epalet; that's on the shoulder, but that's the firt thing I looked up.
