From the sound of that it means decrease on every third row.
Knit 1 row straight, (ie no decrease) then purl one row straight, (again no decrease) then decrease on this knit row.
After that you'd need to purl the next row straight, knit the next row straight, then decrease on this purl row.
Just keep repeating these six rows until you have the correct number of stitches left.
Dec on row 1, then every 3rd row - 4, 7, 10, etc
