Textiles is always 'safe'. I tend to put fabric scraps when I sent fabric- hoping the customs fees or whatever will be less... and the fabric is always pre-washed with raggedy edges to (hopefully) support the word scraps. I would avoid any description that could tempt someone to keep the parcel as it makes it's way to the intended recipient.

I write "used fabric" every time I send fabric out. It HAS been handled, more than likely washed, and handled once again before mailing. So far I have not heard of anyone having any problems with it.

Yeah, but, "used fabric" about something which is truly a little more than that - if customs open it (legitimately) they might find that to be untrue. I don't have time for these babies to be held up in customs.
