I know there have been posting about basic sport and worsted yarns at Tuesday Morning stores, but I checked mine today and they had some novelty yarns, also.
A small selection, but decent prices. Several ribbon/tape yarns.

The URL is www tuesdaymorning.com and I checked it but didn't find yarn listed. I know mine doesn't carry yarn as I called to see if they did after reading Abi's note.
